Founded by veteran infrastructure developers David Glessner and Langtry Meyer, Texas Green Fuels is experienced in all facets of site selection, technology evaluation, government relations, permitting, financing, and green certification. Texas Green Fuels will manage the dynamic forces of technological advancement and government incentives and regulations to optimize project economics, thereby ensuring offtakers of clean fuels with a low-cost, reliable, and stable supply.
Mr. Glessner has been employed in the chemical process and energy sector for almost 50 years, in the U.S. and worldwide. The first half of this period was spent designing and constructing chemical process facilities mainly in the U.S. plus projects in Brazil and Singapore. During the second half of this period, Mr. Glessner has developed large industrial projects.
Mr. Glessner led the technical and permitting development efforts for many LNG projects in foreign countries and the U.S. Working the last 20 years in the U.S. has provided a deep experience with American permitting agencies, including obtaining permits from the Federal Energy Regulatory Commission, Coast Guard, Army Corps of Engineers, Fish & Wildlife Service, Pipeline and Hazardous Materials Safety Administration, National Marine Fisheries Service, and the Department of Energy, as well as state and local authorities. Mr. Glessner directed an owner’s engineering team to prepare the engineering drawings and documentation necessary to support both permitting and project scope definition. The permits and lump sum turnkey EPC contracts were necessary and sufficient to support the non-recourse project financing.
Mr. Glessner earned a B.S. in Chemical Engineering from the University of Pittsburgh and an MBA from Case Western Reserve University.
Texas, and in particular the Galveston Bay area, has been the energy capital of the USA for decades. As the carbon-intensive energy infrastructure downsizes over the coming decades, Texas Green Fuels will build upon the strong energy culture in Texas to seamlessly offer sustainable fuels such as clean ammonia, hydrogen, and methanol for both domestic and export markets.
Mr. Meyer has over thirty years of experience in strategy and business development, working on multi-disciplined projects across regions including the Asia Pacific, the Middle East, Africa, Europe, and North America. He founded Texas LNG, where he played a crucial role in the development of a mega energy export project, and has a deep understanding of all aspects involved in developing large-scale energy infrastructure projects. He has successfully secured multiple rounds of funding and technical support, including government approvals.
Prior to Texas LNG, Mr. Meyer held executive positions in various organizations, including as Chief Commercial Officer of the Ras Al Khaimah Free Trade Zone Authority in the UAE, and with Majid Al Futtaim Group in the UAE, Samsung Engineering in Korea, the Samsung Group Office of the Chairman in Korea, and major financial institutions, including ABN AMRO Bank in The Netherlands & France and Hypo Bank in Germany & USA.
Mr. Meyer has resided in many countries, including the UK, France, Mexico, Malta, Saudi Arabia, the USA, Germany, The Netherlands, Korea, and the UAE. He holds a BA in Economics from Stanford University, an MBA from INSEAD, and is a CFA charterholder. Additionally, Mr. Meyer has represented the England National and Stanford University basketball teams in games and tournaments worldwide.
